About Direct Express
About the Direct Express® card The Direct Express® Debit MasterCard® card is a prepaid debit card for Social Security and Supplemental Security Income (SSI) payments. Launched in the spring of 2008, the card is designed as a safe, convenient alternative to paper checks for people without bank accounts. The U.S. Department of the Treasury has engaged a financial agent – Dallas-based Comerica Bank – to issue the card. Unlike other prepaid debit cards, the Direct Express® card offers cardholders free access to their money. There is no sign-up fee, and no bank account or credit check is required to enroll. About 4 million Social Security and SSI recipients do not have bank accounts, and have had to depend on paper checks for their monthly payments. A robust public education campaign will promote debit card literacy among likely users, reaching them through print and Web materials, public service announcements and direct mail. In addition, partner organizations will play a vital role in communicating the benefits of the card to check recipients.
